In Nigeria today, an increasing number of young people, especially those unwilling to work hard, view politics as a shortcut to wealth and influence. For them, securing a political position like councillor, chairman, or even supervisor is an opportunity to enrich themselves and their families. Their definition of governance often begins and ends with attending naming ceremonies, burial events, and distributing small tokens during festive periods. This misguided perception has led many to lobby party leaders for such positions, with little or no understanding of the responsibilities tied to these offices.

However, while social responsibilities are not entirely out of place, they are far from the essence of governance. Political offices in local government are not platforms for self-enrichment or social showmanship; rather, they are positions of service, designed to facilitate grassroots development and bridge the gap between the people and higher tiers of government. For these political hopefuls and those already in office, a deeper understanding of their responsibilities is imperative.

Understanding the Responsibilities of Local Government Officials

Local government is the most accessible tier of government, serving as the direct link between the people and governance. Unfortunately, this proximity often fails to translate into impactful leadership, as many local government officials lack the knowledge and commitment required to fulfill their roles. To address this, it is crucial to outline the responsibilities of Councillors, Supervisors, and Local Government Chairmen, ensuring they serve as effective agents of change in their communities.

Responsibilities of Councillors

Councillors are elected representatives tasked with advocating for their wards at the local council level. Their duties include:

Representation: Acting as the voice of their constituents, they must ensure the needs and challenges of their wards are prioritized in council deliberations.

Legislation: Councillors are responsible for creating bye-laws that address issues like sanitation, security, and education.

Oversight: They must monitor the implementation of council policies and projects within their wards, ensuring accountability.

Budget Approval: Councillors review and approve local government budgets, ensuring they reflect the developmental needs of their areas.

Community Engagement: Organizing town halls and forums allows councillors to maintain a direct connection with their constituents, gathering feedback and explaining government policies.

Conflict Resolution: They mediate disputes within their communities, fostering peace and understanding.

Responsibilities of Supervisors

Supervisors are appointed to oversee specific sectors within the local government, such as health, agriculture, or education. Their roles are akin to those of commissioners at the state level.

Policy Implementation: Supervisors ensure policies within their sectors are executed efficiently. For instance, the Supervisor for Health ensures healthcare facilities are functional.

Leadership and Direction: They provide leadership for their departments, driving progress toward the council’s goals.

Advisory Role: Supervisors advise the chairman on issues affecting their sectors, offering valuable insights.

Budget Management: Each supervisor manages their departmental budget, ensuring efficient use of funds.

Monitoring and Evaluation: Supervisors track progress, identifying challenges and opportunities for improvement.

Collaboration: Effective service delivery requires teamwork and resource-sharing among departments.

Responsibilities of the Local Government Chairman

The chairman is the chief executive officer of the council and holds the most influential position. Their responsibilities include:

Policy Formulation and Execution: Leading policy-making and ensuring alignment with the council’s development agenda.

Financial Management: Overseeing budget preparation, resource allocation, and transparent expenditure.

Developmental Projects: Initiating impactful projects such as road construction, healthcare delivery, and market improvements.

Departmental Supervision: Ensuring all departments perform effectively under their leadership.

Public Relations: Representing the council in interactions with state, federal, and international stakeholders, attracting resources and partnerships.

Conflict Resolution: Mediating disputes and fostering stability within the local government.

Accountability: Engaging the public through transparent communication and regular updates on government activities.

A Call to Action

Local government officials in Nigeria must rise above mediocrity and embrace their roles with a sense of purpose. Councillors, supervisors, and chairmen are not mere figureheads; they are the backbone of grassroots governance. Their collaboration, transparency, and commitment to service are the keys to unlocking the true potential of local government administration.

This is a call to every local government official to transcend the narrow view of politics as a tool for self-enrichment. Instead, they must see it as an opportunity to serve, develop, and transform their communities. By understanding and fulfilling their responsibilities, they can deliver the dividends of democracy and ensure lasting progress at the grassroots level.
