Lagos, Nigeria — September 27, 2025

The Dangote Petroleum Refinery has accused the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) of economic sabotage and lawlessness over its directive to halt crude oil and gas supply to the $20 billion facility.

PENGASSAN had, on September 26, instructed its branches in major oil firms, including Total Energies, Seplat, Chevron, Oando, Shell Nigeria Gas, Renaissance, and NGIC, to immediately cut supply to the refinery and report compliance.

In a statement issued on Saturday, Dangote Group condemned the order as illegal and dangerous, stressing that the union has no contractual authority over its supply agreements.

“Absolutely no law gives PENGASSAN the right to direct its branches to cut off gas and crude oil supplies to Dangote Refinery,” the company said. “Those contracts were entered into with third-party vendors and suppliers. PENGASSAN has no right whatsoever to disrupt or interfere with the performance of those contracts.”

The company warned that the move could cripple petroleum supply across Nigeria, disrupting products such as aviation fuel, petrol, diesel, kerosene, and cooking gas.

“This amounts to economic sabotage at multiple levels,” the statement continued. “The repercussions would inflict harm on every Nigerian household.”

Dangote Group further urged the Federal Government and security agencies to intervene immediately to prevent what it described as “a brazen and reckless attempt to introduce anarchy into the nation’s economy.”

“PENGASSAN is not above the law, and it must not be allowed to behave as if it is,” the statement read.

Africa’s largest refinery is considered a strategic national asset and one of the biggest contributors to government revenue. Dangote Group warned that the union’s action could discourage foreign investment in Nigeria’s oil and gas sector.
