Lagos Unveils Digital House Numbering System

LAGOS, Nigeria — August 12, 2025

The Lagos State Government has launched the pilot phase of its “Identifier” project, a digital addressing system aimed at giving every property in the state a unique identity to improve navigation, service delivery, and urban management.

Governor Babajide Sanwo-Olu unveiled the initiative on Tuesday at the Nigeria Land Titling, Registration and Documentation Programme (NLTRDP) in Victoria Island. The programme was organised by the Lagos State Office of Electronic Geographic Information System (e-GIS) and Urban Development in collaboration with the Federal Ministry of Housing and Urban Development.

The pilot phase will begin in Ikeja, the state capital, next week. The system will assign each property a digital address plate embedded with QR codes and local government-specific colour codes for easy identification.

“Lagos digital house numbering system is a novel idea,” Sanwo-Olu said. “It is about technology, and that is one of the things we are trying to achieve — using technology as a strong enabler to resolve land issues. From the comfort of your home, you will be able to access and resolve land title matters. If you have the address of a property, you can retrieve all relevant information about it.”

The governor described electronic land documentation as “the only way forward” to reduce physical interference and secure land rights for the future. He also praised the Federal Government’s Renewed Hope Agenda for seeking to unlock the economic power of land nationwide.

Special Adviser to the Governor on e-GIS and Urban Development, Dr. Olajide Babatunde, said the project is a “significant step towards modernising Lagos’ infrastructure and improving the quality of life for residents.”

“House numbering and documentation go hand in hand with ownership,” he said. “Through the Identifier project, you can scan a QR code to get vital information about a property — whether the building has approval, what bills are outstanding, and other relevant details. We are now in the age of technology, and we must embrace it.”

Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, said the Federal Government plans to improve formal land titling in Nigeria to 50 percent over the next decade. Currently, more than 97 per cent of land in the country is not formally titled, limiting its value in property transactions and as collateral for loans.

“The initiative is aimed at modernising land administration and making land a viable asset for wealth creation, housing delivery, and inclusive growth,” Dangiwa said, noting that states will retain full control over land administration.

The Lagos Identifier project is expected to enhance emergency response, boost revenue generation, and improve service delivery once fully implemented across the state.
